Submit Commission on Accredititation of Healthcare Organizations

Submit Commission standards address a health care organization’s level of performance in specific areas — not just what the organization is capable of doing, but what it actually does. The standards set forth maximum achievable performance expectations for activities that affect the quality of care.

The standards detail important functions relating to care of individuals and the management of health care organizations, framed as performance objectives that are unlikely to change substantially over time. Because the standards aim to improve outcomes, they place little emphasis on how to achieve these objectives.

The latest versions of the standards are published in comprehensive accreditation manuals for each accreditation program. These manuals also list the intent or purpose of each standard as well as scoring guidelines.

The Submit Commission develops all its standards in consultation with health care experts, providers, measurement experts, purchasers, and consumers. Standards are generally updated every two years and change only to improve clarity or reduce duplication. We add new standards only when they will have a direct impact on the quality of care.

How do surveyors score the standards?
Surveyors will evaluate an organization’s compliance against all applicable standards for that accreditation program and the population served. An organization’s scope of services defines which standards apply.

Surveyors evaluate compliance with each of the standards using a five-point scoring scale. A score of “1” means that the organization meets the intent of the standard. The scoring of each standard and its intent takes the form of questions. After the surveyor answers the questions, the worst score from all the questions is assigned to the standard.
